About Punjab Architecture Department

I Particulars of Organization, Functions and Duties.
The Department of Architecture, Punjab established in the year 1959, contributes towards the overall development of the State , by designing buildings and building complexes of the State Government departments to create congenial built environment for functioning of the Government and Welfare of the State. Besides Government Works, Department of Architecture also undertakes the works of various Corporations/Boards and Autonomous bodies as deposit works.
Prior to the emergence of The Union Territory of Chandigarh, the Capital Project of Chandigarh had been a part of the Department of Architecture, Punjab . Over the years the Department of Architecture has developed expertise to design multi farious buildings ranging in scale from a small dispensary to multi-storied structures for offices, hospitals, institutional , judicial and Administrative complexes and to plan townships besides interior design and landscape projects.
II The Powers and duties of officers and employees
The Department is responsible for preparing architectural designs for Government building projects. The Chief Architect/Additional Chief Architect gives broad design guidelines to the concerned Senior Architect/Architect for initiating design of a project. Thereafter, design is evolved and worked- out by the concerned Senior Architect/Architect and his Assistant Architect and the team of draftsmen , under the overall guidance of the Chief Architect/Additional Chief Architect .
III The Procedure followed in the decision making process, including channels of supervision and accountability.
After an architectural project is proposed by an Administrative Department, scope of work including schedule of requirements is furnished to this Department Survey Plan of the proposed site is supplied by P.W.D, B&R.
For designing a project , this Department studies the development conditions laid for the proposed site. Accordingly, the Department prepares an architectural design meeting with the development regulations and scope of work furnished by the user Department. After interaction with the user Department, the design is finalized and got approved from the user Department. Based on the approved design, after following the laid procedure P.W.D,B&R undertakes construction of the project. During the course of construction , officers in the department also visit the site of construction from time to time to ensure that the construction is carried out at site in accordance with the architectural design.
IV Norms setup for the discharge of functions:
1. O/o The Chief Architect deals with selected projects in Punjab, projects at Chandigarh, Delhi and Shimla and of District S.A.S Nagar ( Mohali).
2. O/o The Senior Architect(East) deals with projects in the districts of Ludhiana, Ropar, Shaheed Bhagat Singh Nagar(Nawanshahar), Moga, Faridkot, Ferozpur and Fazilka.
3. O/o The Senior Architect(North) deals with projects in the districts of Jalandhar, Kapurthala, Gurdaspur, Amritsar, Hoshiarpur, Pathankot and Taran-Taran.
4. O/o The Senior Architect(South) deals with projects in the districts of Patiala, Sangrur, Mukatsar, Fatehgarh Sahib Mansa, Bathinda and Barnala.
V The Rules , regulations, Instructions, manuals and records used by employees for discharging functions:
1. National Building Code of India.
2. Building Bye-Laws.
3. I.S.I standards for space requirements.
4. Development controls of an area.
5. P.W.D specifications.
6. Mandatory provisions, guidelines/instructions issued by the govt. from time to time.
